Oklahoma Protects Bitcoin Custody Rights with Landmark Legislation
Oklahoma has officially passed legislation protecting Bitcoin custody rights, marking a significant victory for digital asset advocates. On May 15, 2025, Oklahoma Governor Kevin Stitt signed the sweeping ‘Bitcoin Rights’ bill, also known as HB3594, into law, enshrining Oklahomans’ legal right to mine, transact with, and self-custody Bitcoin.
The bill, signed into law on May 15, 2025, by Governor Stitt, focuses on protecting the custody of digital assets. It received overwhelming approval in the Oklahoma State House with an 81-1 vote on April 28, 2025, solidifying support for Bitcoin and other cryptocurrencies within the state.
This groundbreaking legislation makes Oklahoma the 12th US state to pass a bill protecting Bitcoin users’ rights (March 19, 2025). The new law stipulates that Oklahoma will not ban crypto payments or create industry taxes or fees, providing a favorable environment for the growing digital asset industry (May 15, 2025). It also includes provisions that protect the right to self-custody of digital assets.
This significant step ensures that Oklahomans can confidently engage with Bitcoin, knowing their rights are protected under state law. The bill has been in the works since earlier in the year and finally came to fruition on May 16, 2025, when Oklahoma Governor Kevin Stitt delivered a major win to digital asset supporters Monday with the enactment of the bill.
